Electro- Electro-Homeopathy In India

As per the book “Theory and Practice of Electro-homeopathy”, published from Geneva and New York, Electro-homeopathy spread in India between the year 1870 and 1880. In the year 1885, Dr. Anna of Madras Presidency of British India was the first Electro-homeopathic physician, stockist and distributor of Electro-homeopathic medicines for India and South Asia. In the year 1890, Dr. Father Augustus Muller had established an Electro homeopathic Leprosy Hospital and Asylum. Dr. Baldeoprasad Saxena of Lucknow had been practicing Electro-homeopathy since 1895. He was the first Electrohomeopath of the Northern India. In the year 1907, he had also started a school of Electro-homeopathy in Lucknow; later on Dr. S. P. Srivastava established an educational institution of Electro-homeopathy in Allahabad.

Dr. N. L. Sinha

 

In the year 1907 Dr. N. L. Sinha came under the influence of Electro homeopathy through a book “Stepping Stones to Electro Homoeopathy” written by Dr. A. J. L. Gliddon. He was born on 30th November 1889 in Lucknow. The blessing of his father Sri Munshi Ram Sahay and mother Smt. Jag Kunwar Sinha made him a perfect holistic person to whom we all love and regard much. Due to his basic efforts Electro-homeopathy could survive in India. As per the book “Electro Complex Homoeopathic Materia Medica & Pharmacy” – (Hindi version), Dr. N. L. Sinha started his practice with Electro-homeopathic medicines in 1908 , in the district of Sultanpur (UP), when the people were dying from plague. During that period he treated a great number of patients with his medicines imported from Italy. As preventive medicine he used to serve only Scrofoloso – 1. All these works of Dr. Sinha were published from London in monthly news “Modern Medicines”. In the year 1911 he passed M.D.E.H. from Superior independent School of Applied Medical Science, London, which was running under the headmastership of Dr. H. W. Anderschow, M.D.

In the year 1912 Dr. N. L. Sinha opened an Electro-homeopathic institution in Sitapur and also practiced there up to 1918. Before the First World War, all the medicines were supplied in the patent form only because they were prepared by Dr. M.V. Mattei and the formula for the preparation was kept a secret by him. During the war time anyhow some expert physicians of Germany traced the formula of preparation of the medicines and published them in the monthly news “Modern Medicines” by Dr. A. J. L. Gliddon of London. Dr. N. L. Sinha also collected formula from there. In 1918, he came to Kanpur and engaged himself in the development and spread work of this new science. He wrote a book “Fundamental Laws and Materia Medica of Electro Homoeopathy” and published it. He then sent the various copies of the book to Italy, France, Germany and other countries of the world to the expert physicians of Electro-homeopathy. The book was translated in varies languages such as French and German. In the year 1920, he established the National University of Electro Complex Homoeopathy in Kanpur. Thousands of students have passed from there and are practicing the pathy. Dr. Theodore Krauss (Germany) and Dr. J. S. Senntag had opened a Homoeopathic form by the name “Angel Apothek” for the preparation and distribution of Homoeopathic medicines but later on by the influence of Dr. N. L. Sinha they started to prepare and distribute Electro-homeopathic medicines to the different parts of the world.

Between the year 1925 and 1938 he spread his work through the publication of weekly and monthly news – Chitranshi, Dhanantri, and Najat. In the year 1941 he opened Electro Complex Homoepathic Co-operative Society for the development and spread work of Electro-homeopathy. After this period Electro-homeopathy spread well in India and a huge number of physicians converted into this new science. Some renowned Homeopathic physician such as Dr. Radha Madhav Halder, Dr. H. D. Banerjee , Dr. B. K. Paul, Dr. Yudhvir Singh the founder of Jawaharlal Nehru Homoeopathic College, Delhi and Ex-Health Minister of Delhi and many others started to practice Electro-homeopathy with great success and wrote many literatures and books on the subject. During the Second World War the import of Electro-homeopathic medicines ceased and for that the physicians started to face trouble in practicing this pathy. Dr. Sinha got one of the greatest shocks but being a brave man with great confidence over this pathy he marched alone with few of his followers and started to prepare medicines and serve them so that his grand step toward the expansion of Electro-homeopathy might not diminish. Meanwhile a revolution for the recognition of homoeopathy was on the move. Dr. Sinha also appealed to our late Prime Minister Jawahar Lal Nehru that Electro homoeopathy can cure all types of diseases and can help the sick people. It is a complete medical science having its own philosophy, pharmacy, procedure of clinical examination etc. like any other pathy. Let it be also recognized by the government. On this appeal Nehru Ji wrote a letter to the chief minister of U.P. (Late Govind Ballav Pant) to make enquiry on the efficacy of the pathy. So in 1948 Dr. N. L. Sinha was given a single patient (Hidayat Ali), who was suffering from mixed leprosy for the last 12 years and was admitted in the hospital from the last six years. To see the efficacy of electro homeopathy the patient were kept on trial under the treatment of Dr N. L. Sinha. Dr Sinha treated the patients in six months by his medicines at his own cost. Before starting the treatment of Hidayat Ali, it was assured by the government that if the patient would be fully cured then poper steps will be taken for its recognition.

Pathological investigation was done. The patient was cured cent-percent. But the government deceived Dr Sinha and did not take any step to recognise Electro-homeopathy as a system of medicine.

Ultimately Dr Sinha informed the state government of his decision to resort to hunger Strike from July 1, 1951, if his demand for the recognition of the system by trials and tests and financial aid to his institution were not given by June 1, 1951. It was a wastage of time, no response from the government’s side was found. Dr Sinha undertook a fast unto death at the office of the director of Medical and Health Services, Lucknow, commenced with effect from 1 July 1951. There was a hue and cry throughout the country and appeals were made by the medical men and general public to give a patience hearing to Dr. Sinha. After complete one month’s fast the Government of U.P. promised to give six more cases of Leprosy for treatment as a further trial to prove the efficacy and on success the system would be recognize and adapted in the Govt. hospitals. Dr. Sinha broke the fast on this understanding. But the Govt. did not seem to keep up to its word as no step was taken by for the provision of medicines to be used by him for the treatment of the said cases. But Dr. Sinha was assured by the Govt. that the matter would receive a sympathetic attention.

Meanwhile the Homeopathy got recognition and the Electro-homeopathy was left in the berge. Many doctors who were registered in Homoeopathy were still practicing in Electro-homeopathy such as Dr. B.K. Paul, Dr. Yuddhvir Singh, Dr. H. D. Banerjee, Dr. Radha Madhav Halder etc. (I have got one very old book kept in the National Institute  of Homoeopathy Library, 118 Amherst Street, Calcutta – 9 having book no. 1479, 615.53:615.8, Mat, which proves that Electro homeopathy was also practiced by Homoeopaths. It was also reported that some other books like Stepping Stones to Electro Homoeopathy, Principle of Electro Homoeopathy, etc, were also in the library. I think this much is sufficient to prove that the pathy was also followed by old Homoeopaths). They used to import the medicines from Italy and Germany. As such the Electrohomeopaths helped to promote this pathy through organizations, associations, charitable clinics, camps etc.

In spite of several attacks by the opponents, Electro-homeopathy became more popular among the general public and the system was accepted by the mass. Several apex organizations were opened. The main organizations were – Herbal University of Electro Complex homoeopathy, Kadam Kuan, Patna; Electro Homoeopathic  Medical University, Railway HunderRoad, Lohanipur, Patna;Council of Electro Homoeopathic System of Medicine, Dariapur Gola, Patna ; All India Council of Electro Homoeopathic System of Medicine, New Delhi ; Council of Electro Homoeopathic System of Medicine Bhopal, M.P; Board of  Electro Homoeopathic System of Medicine, Juhi, Kanpur ; Indian Elecro Homoeopathic Medical Council ; General Council of Electro Homoeopathic System of Medicine , Midnapur , West Bengal ; Central Council of Electro Homeo System of Medicine, Howrah, West Bengal ; Council of Alternative Systems of Medicines, Calcutta, West Bengal ; Board of Alternative Systems of Medicines ,Calcutta, West Bengal etc. Few of them were affiliated to The Open International University for Complementary Medicines, Medicina Alternativa, Established under WHO, Alma Ata, U.S.S.R., declaration 1962, which is recognized by the United Nations Peace University vide their resolution No. 35/55/5/XII/80.  Few could not survive due to lack of experts and genuine followers of Electro-homeopathy. Thousands of students study Electrohomoeopathy every year in the various colleges running under different councils, boards and Universities of India. Students passed from recognized system of medicines also join courses in Electro homoeopathy. The students are given classes by the experts. Charitable clinics are opened to serve the sick and poor peoples.

Till the last moment of his life Dr. N. L. Sinha worked for the development of Electro-homeopathy and wrote several books on the subject in Hindi, Urdu, and English and completed the literatures for the followers of Electro-homeopathy. Still now the books are being published by Dr. N. L. Sinha &Sons , Kanpur. Dr. N. L. Sinha is also known as father of Electrohomoeopathy in India. Electro-homeopathy could survive in India because of his great work and struggle. On 30th August 1979, we lost our great master of Electro homoeopathy of India. After his death  Dr. V. B. Sinha took his effort to fulfil the dream of his father Dr. N. L. Sinha through his institution, publications, symposiums, seminars and movements with the co-operation of various organizations.

Now the Electro-homeopathy is already spread among the people of India and the physicians of the various systems of medicines. The followers of Electro-homeopathy took the matter with great strength by means of press, conferences, parliament marches from different states of India  and moved various petitions in High Courts and in the Supreme Court etc. Appeals are made to different respective offices and authorities for the recognition of Electro-homeopathy.

Keeping in view the pressure of general public, associations, doctors, and suffering person etc. regarding genuine demand the Ministry of Health and Family Welfare constituted a five members Enquiry Committee vide letter No. R 1405/3/88 homoeopathy dated 1st September 1988 to submit the report within four months.

Hence to update the information about Electro-homeopathy, a few legal status obtained from the various available reference of letters / documents/orders/judgments of various High Courts / Supreme Court passed in favour of Electro-homeopathy / Alternative Medical Systems are appended below:-

As per Calcutta Law Journal, Vol – II, 1991 (On 7-5-1990, Calcutta High Court given a favourable order on Alternative System of Medicine / Electro homoeopathy).

Copy of Order No. V.25011/276/2009-Hr dated 7th May, 2010 issued   by Ministry of Health and Family Welfare, Deptt. Of Health & Research. The first Para of Page 4 of the order is being quoted as: 

In Accordance with Orders of the High Court & Supreme Court quoted here, there is no proposal to stop the petitioners from practicing Electropathy or imparting education as long as this is done within the provision of the Order No. R-1405/25/96-U&H (R) (Pt) dated 25-11-2003. Once the legislation to recognize new systems of medicine is enacted, any practice or education would be regulated in accordance with the said act.”

“On the recognition of Electro-homeopathy as recognized system of medicine, Ministry of Health & Family Welfare, Department of Health & Family Welfare (Hospital Section), Nirman Bhawan  has issued an order vide File No. V.25011/276/2009-HR dated 05.05.2010 stating that Electro-homoeopathy is not yet recognized as a system of medicine. However, there is no bar on practicing Electro-homoeopathy or imparting education.”  

 The Electro-homeopathy is governed by the Ministry of Health and Family Welfare order No. C-30011/22/2010-HR dated 21-06-2011. 

In view of the ORDER of SUPREME COURT OF INDIA, SLP No(s) 23572/2009 dated: 22/01/2015 –

“There is no ban on practice of Electro Homeopathy.”

A Bill for ‘Recognisition is under consideration of the Goverment and on considering the matter of recognition Govt. of India, Ministry of Health and Family Welfare, New Delhi through its letter No. U-11018/02/2017-HR (VOL IV) OF DATED 26TH MARCH 2019 invited to submit Joint proposal from general people and all leading organistion  and Institutions with detail information under the head of Essential criteria and  Desirable Criteria required as mentioned below as per the instruction of letter No. U-11018/02/2017-HR (VOL IV) OF DATED 26TH MARCH 2019 :-

  1. Essential Criteria:

    The Electrohomeopathy / electropathy system having its own fundamental or Health and disease, which differ in concept from those of recognised system in the country. Electrohomeopathy is comprehensive system of cure and not limited to few diseases only.

    Substantial literature on concepts, aetiology, diagnosis and management of diseases like textbook including Pharmacopoeia and formularies and preferably journals if any, should be available in the country of origin or in other countries where it is currently practiced.

    Information on whether it is recognised officially as a system of medicine in the country of origin and / in any other country where it is courrently practiced.
    Documented information on uniqueness of modalities of treatment my be drugs, devices, or any oother methods such as diet, massage, exercise etc.
    Standardised methods of preparation of Drugs / Devices used in the therapy may and quality control procedures should be available.

  2. Desirable Criteria
    1. Prescribed criteria for admission, curriculum and training details of such courses and list of teaching institutions in India / countries where it is currently recognised system of medicine.
    2. Details of continuing medical education programmes and available research facilities.

In this regard the following leading organisations took initiative to submit the proposal to Inter Department Committee constituted by Department of Health Research (DHR), Govt of India, NEW DELHI to look the matter of recognition of Electrohomeopathic and evaluate the essential and desirable criteria by the following leading organisations: –

 A modified combined proposal on Electrohomeopathic, submitted by the Joint Body of Electrohomeopathic Organisation of 22.04.2019. In this regard a fourth Meeting of the Inter Department Committee for identifying Viable New Systems Medicine / Therapy, held at the Department of Health Research (DHR) , New Delhi, on 27.05.2019
